Maybe, but Haunters aren’t really worth the effort after the Halloween special. Maybe if you have pokeballs to spare and can use the stardust… which to be fair, who couldn’t use more stardust?
Depends on where you lived really… I found only a few Gastlys during the Halloween event and zero Haunters or Gangar. Drowzee and Meowth, however, where everywhere. Pretty sure my apartment was sitting on a spawn point or something.
